you being from the UK, i can understand your lask ov knowlage reguarding how things work here in the US.

the chain of command reguarding this type of event is.

1. local
2. state
3. fedral

fact is, the local and state levels were asked by the federal, even before the storm hit, if the federal lvl could step in.

But the local/state told the federal no, we can handle it.

Well, as you see, they could not, and only after the local/sate failed and started crying for help was the federal gov then able to step in and help.

I could not believe it but I can somehow. After every disaster they say ‘It is disrespectful to the victims to start pointing blame etc etc.’ In other words we’ve F**KED UP and lets hope something else comes along to cover the last f**k up. then we can 'all move' (Tony Blair). The inquiry will be lost somehow in the next thing.... What will that be!
